The damage is not compensated in any other manner
You may receive compensation from the Fund if it is clear that your damage will not be compensated in any other manner, eg by the offender or an insurance company. But you do not have to wait to find this out before submitting an application to the Fund: you can simply do so anyway. Should you at a later date receive any compensation from the offender or an insurance company, you will then have to pay back the Fund any compensation it has awarded you (or part of it). In deciding on an application, the Fund sometimes takes into account the amount you should receive from the offender. In that case you do not have to reimburse the Fund at a later date.
